It  features an intuitive and innovative user interface with support for layers, unlimited undo, special effects, and a wide variety of useful and powerful tools. It started development as an undergraduate college senior design project mentored by Microsoft, and is currently being maintained by some of the alumni that originally worked on it. Originally intended as a free replacement for the Microsoft Paint software that comes with Windows, it has grown into a powerful yet simple image and photo editor tool.

It has been compared to other digital photo editing software packages such as Adobe® Photoshop®, Corel® Paint Shop Pro®, Microsoft Photo Editor, and The GIMP.

I can't compare feature to feature between Paint.net and GIMP, because I couldn't figure out where to start with the latter. I have seen comments that GIMP is more sophisticated but also comments by the same person that Paint.net is good. It was super easy to make a custom .png icon, and the support on YouTube seems good. The online help looks extensive, but I think it's the user community that makes Paint.net a good choice for a photo editor. I will say I would like to see a full comparison between GIMP and Paint.net in video. GIMP was just way over my head when I tried it a few years back, and I would like to have some idea of how it works.

Lots of tools and lots to learn with Paint.net but good user net support with videos.  Also, amazing plug in support.  There are multitudes of plug ins available...
